A hard hitting programme to educate young people convicted of knife possession about the dangers and consequences of carrying a knife has been rolled out across all tackling knives and serious youth violence action programme (TKAP) areas, Home Office Minister David Hanson announced today.
Following a pilot, the knife crime prevention programme (KCPP) is now being run by nearly 100 youth offending teams in TKAP areas.
The programme is targeted solely at young people (aged 10 — 17) convicted of any offence involving a knife and does not replace the tough sentences imposed on adults or repeat offenders.
Run by the Home Office and Youth Justice Board the programme consists of eight modules including — attitudes towards carrying a knife, the legal implications of buying knives, impact of knife wounds including images, and talks from victims or their family. Alongside these tough messages, the young people are provided with support such as help leaving gangs, advice for managing anger or self referral pathways for those who feel threatened.

Over recent years new threats to domestic security have emerged, focussing on attacks to the lock cylinder. These methods have been utilised by locksmiths for many years to gain entry to premises. However knowledge of these techniques has become more public over recent years, largely due to being broadcast via the internet, instructing how to carry out these attacks and obtain the basic tools required.
Attacks involve twisting and breaking of the cylinder or extraction of the cylinder plug. Both methods that can be performed using simple tools obtained from any hardware store and require little skill to execute. Another type of attack is "bumping" and requires the use of a “bump key” specific to the type of cylinder. This technique requires skill and dexterity but leaves no signs of forced entry or damage to the lock.
These forms of attack can be protected against by specifying a cylinder driven single point lock conforming to the latest editions of BS 3621:2007 (key egress), BS 8621:2007 (keyless egress) and BS 10621:2007 (dual mode).
However these standards do not apply to multipoint locks, which are fitted to a high percentage of new and refurbished dwellings. Currently multipoint locks can only be tested as part of a complete doorset assembly to PAS 24:2007. Hence when a multipoint lock required replacement in an existing door, there was no standard available to guide the locksmith or consumer in selecting an individual lock, to ensure the same degree of security was maintained. This has led to the development of a new series of standards.
PAS 3621 is one of a series of three standards being developed by the Door & Hardware federation (DHF) to set out requirements for multipoint locking assemblies. In each case the standard document number and function are related to that of single point locks, for example PAS 3621 has been developed as a multipoint equivalent to the BS 3621 single point lock standard.
PAS 3621 subjects locks to the same types of attack as BS 3621 and ensures they offer similar resistance to a number of cylinder attack methods including bumping, snapping, picking and drilling.
The introduction of these PASs means there are common security standards covering single and multipoint locks for all types of doors.
Cylinder kitemarked lock cases and multipoint locks will include a kitemarked cylinder to BS 1303.

Most crime is committed when the fear of apprehension is not present but the available opportunity is. So the 'no arrest' approach is based on the theory that if a person, known as an offender or not, is acting in a suspect manner then sales or security staff should approach that individual and offer assistance, thus reducing the likelihood of crime instead of picking up the pieces - and the costly bill - after a crime has been committed.

Following the British Security Industry Association's (BSIA) recent research into crime in the recession, the Association's Access Control Section is highlighting the benefits that users can gain from access control technology.
The BSIA's research revealed that security remains a key investment for UK plc despite the difficult economic climate with 92% of respondents retaining the same level of investment. In a summary report of the research findings, access control was featured as a popular security measure among the respondents.
BSIA Access Control Section Chairman, Mike Sussman, comments: "The research report makes for interesting reading and whilst it is encouraging that 83% of respondents haven’t seen an increase in crime or fear an increase, it is worth noting that 14% of respondents are looking to invest in access control as a security measure in the near future and 56% of respondents have an access control system in place at present to provide security."

The £1.6m programme, led by the Design Council, will work on developing solutions to a wide range of crime-related problems, particularly those which affect young people.
Over the next three years, the UK's top designers will bring together industry, the public sector, designers and crime prevention experts with victims of crime.
Projects to be undertaken include finding and applying specific design solutions in schools to reduce problems such as bullying, fighting and petty theft.

With the 1st December deadline for the regulation of the private security industry in Northern Ireland approaching, the British Security Industry Association (BSIA) is reminding local businesses to ensure their security provider complies with the new legislation. From next month, it will be illegal to work in certain designated security roles in Northern Ireland without a licence. This includes working as a contract security officer, door supervisor or cash-in-transit courier.

There was a heavy police presence at Mila Hardware recently when the company hosted a Security Hardware Showcase at its UKAS accredited Mila Test Centre.
Representatives from both the Thames Valley and West Yorkshire police forces attended the event to get practical hands on experience of everything from how to gain access via composite doors in an emergency to how to select the right anti-manipulation cylinder and door handle.
From both ends of the crime prevention spectrum, Architectural Liaison Officers and Method of Entry teams were shown the success of Mila’s Evolution high security cylinder and handle in resisting lock bumping and forced entry.

An important change to the future of the Chubb locks brand in 2010 has been announced by ASSA ABLOY and Locksonline is now working closely with them to make sure customers are reassured and kept fully informed In a move that may surprise many customers, the Chubb brand will be replaced by other leading ASSA ABLOY brands on most locks and secondary security products by August 2010. However ASSA ABLOY is stressing that the locks will continue to be manufactured and readily available and only the name will change. The news comes following the end of negotiations over licensing agreements between ASSA ABLOY and UTC, the American multinational that owns the Chubb brand. UTC is well known for its fire safety and manned guarding business, which also uses the Chubb brand, and took the strategic decision not to renew the agreement with ASSA ABLOY. ASSA ABLOY manufactures and sells locks branded as Chubb under two UTC licenses. The first started in 2000 and was for 10 years, expiring in 2010. This covers the majority of Chubb branded products sold by ASSA ABLOY. The second licence is for specific custodial products and will not expire until 2100.
