Normally you would use one on either side of the roller shutter, Perhaps also more than two may be required for additional security. Bullet locks are normally supplied in pairs and are normally keyed alike in groups, which makes their operation far easier. You also key alike groups of roller shutter doors on a building making the shut down routine at the end off the day simple and effective.
If you have a roller shutter door on your building fitting bullet locks is an absolute for security and most insurance company will not entertain insuring you if you don’t have this type of security products fitted.
